Economic growth and the rise in population numbers revealed the enormous gaps in infrastructure; shortage of schools and a lack of health provision; inadequate water supply and street lighting; public transport and a road system unsuitable for the state of society. Uncontrolled urban development prevented cities and coastal areas from growing in a balanced way. Slums became endemic. Low salaries made growth in consumption difficult. The diet was limited in variety, and dairy products and meat had difficulties getting a foothold in the market. The crisis in agriculture led to many small and medium-sized farms being abandoned.
