Enric Prat de la Riba (1870-1917) was the most senior leader of the Regionalist League. His political theory was published in La Nacionalitat Catalana in 1906. As a politician and a statesman, he was noted for his clever combination of pragmatism and idealism. Through the Diputació de Barcelona and the Mancomunitat de Catalunya, he guided the policy on modernisation that was characterised by public works and infrastructure. Prat knew how to surround himself with men of all outlooks on life, men who were honest and well-trained. With him, the Regionalist League became the dominant force.
