The Government of Catalonia was effective in areas such as public order, justice, social policy, urban development, education and culture. Elections to the Spanish Cortes were held in November 1933. The Catalan League won more seats than ERC. The right wing won throughout Spain as a whole. The Generalitat and the government of the Republic clashed over the Catalan Law of Agricultural Contracts. On 6 October 1934, Lluís Companys declared Catalonia to be a state within the Federal Republic of Spain. The army crushed the rebellion, the members of the Catalan government were imprisoned and the Statute of Self-government was suspended.
